The million dollar question!!
Simple answer is that everyone is different and lots of studies yield different answers.
My thoughts (for what they are worth) is that slightly higher reps releases the most HGH, and therefore creates maximum muscle growth (12-15 reps).
Its the intensity that is key though. Any idiot can squat 15 light reps w/o any real GH or muscle stimulation. Warm up properly, then find a weight you can just (only just) complete the 15 with. The next set should be a lot lower (10-12), if you managed another 15 then you did not find the correct weight the first time. The next set will require you to drop the weight to get in the correct range. Seriously intense when doing deads and squats but you WILL see the bodily improvements over a couple of months (assuming your diet is spot on as well that is).
